SETBIT sets the bit at offset in the string at key to value (0 or
1) and returns the bit’s previous value. Bit 0 is the most significant bit
of the first byte. When the string is too short it grows, padded with zero
bytes; a missing key is created. The key keeps its time to live.
offset must be at least 0 and below the number of bits in the largest
allowed string (proto-max-bulk-len, 512 MB by default, which is 2^32 bits).
Setting a high bit on a new or short key allocates the whole string up to that
bit at once.
